Okay, kiddo, so a long time ago when Panama was still a part of Spain, there was a very important person who was appointed as the leader or boss of Panama. And they called him the "Royal Governor".
Just like how a teacher is in charge of a classroom and makes sure the students follow the rules, the Royal Governor was in charge of making sure that everyone in Panama followed the rules of the king of Spain.
He had a big job to do because he had to keep the people safe from any enemies or bad guys who wanted to hurt them. He also had to make sure that the people were happy and healthy by providing things like food, water, and medicine.
The Royal Governor was a busy man and had to make a lot of important decisions. He had to be kind to the people but also strict in making sure they did what they were supposed to.
But one day, Panama became independent from Spain and the Royal Governor didn't have his job anymore. He had to retire and someone else took his place. But that's a story for another day!
