Second-degree amendment

A second-degree amendment is like playing a game where you change the rules of the game while you're playing it. Let's say you and your friends are playing a game of tag, and someone wants to change the rules so that instead of just one person being "it," there are now two people who are "it." That change in the rules is like a second-degree amendment.

In more grown-up terms, a second-degree amendment is when someone proposes a change to a proposal that has already been suggested. So let's say there is a proposal on the table to build a new park in town, but one person thinks that it should also include a playground. They can propose a second-degree amendment to add the playground to the original proposal.

It's important to remember that a second-degree amendment can only be proposed if the original proposal is still being discussed. Once the original proposal has been voted on and decided, it's too late to suggest a second-degree amendment. So, it's like changing the rules of the game of tag, but you have to do it before the game is over.
