For example, let's say someone wants to buy a gun, but they're not allowed to because they have a criminal record. They might ask someone else to buy the gun for them instead. That other person is the straw owner – they're just pretending to own the gun, but really it belongs to the first person.

This can be a problem, because it's not fair or legal to use a straw owner to get around the rules. It can also be dangerous, because if the gun is used in a crime, the straw owner could be blamed even if they didn't do anything wrong. So it's important to always follow the rules and not try to cheat by using a straw owner.
