It means looking for the quickest and easiest way to do something, and when faced with a challenge, weighing the different options to find the best solution. For example, if you needed to get from one place to another, you could use a car, bike, walking, or a bus. Technological rationality would tell you to look at all the options and decide which one was the most efficient in terms of time and money.
