ELI5: Explain Like I'm 5

Unitary authority

A unitary authority is a group of grown-ups from the same place (a city or a county or a region) who make decisions about things that go on in that place. They are like a big group of boss people who get together and decide what is best for everyone who lives there. They make rules and plans for things like parks, schools, roads, and keeping people safe. They also make sure that everyone has enough money to pay for all these things, so they collect taxes from people who live there. The grown-ups in a unitary authority work together to make sure that their place is a nice and safe place to live for everyone who lives there.
