Use value is a way to measure how useful something is. It means looking at how much you get out of something by using it - how much you benefit from it - then comparing this to how much it costs or how much effort it takes to use it.
For example, if you buy a new shirt, you can measure the use value by looking at how much it cost and how much you like it. If the shirt cost a lot but you don't like it very much, then it has a low use value. If it cost less but you really like it, then it has a higher use value.
