Some people in a country might really want to go to war with another country. They're called war hawks. They think going to war is a good idea, and they're willing to use force to get what they want.
But not everyone thinks going to war is a good idea. Some people think there are better ways to solve problems between countries, like talking things out, making agreements, or using economic pressure (like not buying things from the other country until they agree to something). These people are called doves, because they want peace and harmony instead of war and fighting.
So, a war hawk is someone who wants to go to war with another country to solve a problem, while a dove is someone who does not want to go to war and thinks there are better ways to solve problems.
