The Peter Principle is a the idea that in any organization, each person will eventually get promoted or moved up to a job that they can't do very well. This means that people rise to their level of incompetence. Imagine someone is really good at their job, so they get promoted to something higher. But once they get that new job, they might not be as good because they can’t do it as well as their old job. This means they might have trouble doing the new job and they might not get promoted anymore. So they would be stuck at this one job, even though they’re not doing it very well.
