A central committee for conscientious objectors is a group of people who make decisions about people who don't want to join the military or take part in activities like war because of their beliefs. Conscientious objectors are people who don't want to fight or participate in activities they don't believe in. When they don't want to join the military, they can go to the central committee to explain why they don't believe in the military and why they cannot sign up. The central committee will listen to them, then decide if they are allowed to go against the military and stay as conscientious objectors. Sometimes, the central committee will give them other things they can do instead of joining the military, like working in hospitals or schools.
