ELI5: Explain Like I'm 5

ChexSystems

ChexSystems is a company that helps banks and other financial institutions decide if people are a good fit as customers. ChexSystems keeps track of people's banking histories, and uses special information to rate how "risky" someone is as a customer. If someone does something bad with their banking, like bouncing checks or paying bills late, that information can go into ChexSystems' records under the person's name. Banks then check these records before deciding if they want to allow someone to open up a new account. If there are too many bad records, the banks might decide to not let that person open an account.
