ELI5: Explain Like I'm 5

City of license

Okay kiddo, have you ever listened to the radio and noticed that they say the name of the city at the beginning like "you're listening to 92.9 FM from New York City"?
Well, that city they mention is called the city of license. It's kind of like the home city of that radio station.
You see, every radio station has to be licensed by the government to operate and they each have a specific city that they were given permission to broadcast from. That city is where they have to follow certain rules and regulations set by the Federal Communications Commission (FCC).
So, even if you hear that station playing in a different city or state, their city of license is still the same. It's kind of like a home address that they always have to go back to.
