ELI5: Explain Like I'm 5

Civilian-based defense

Civilian-based defense means using the civilian population to protect a country, usually in place of using a military. This means that instead of having soldiers fight in a war, people in the country would use nonviolent protests, like strikes or sit-ins, to stand up for themselves and not let people attack them. It also means that there would be no weapons used, instead everyday people would work together to keep peace in their neighborhood. This can help to protect a country from war and invasion.
