Clandestine cell system

A clandestine cell system is a type of structure used by an organization (such as a terrorist group or other criminal enterprise) to keep its activities secret and hard to monitor. In this type of system, the organization is divided into small cells of people that don't know each other or even the names of the other cells or their members. Each cell has a leader, but the higher levels of the organization are hidden from the lower levels so that if one cell is caught, the whole organization won't be exposed. This way, it's much harder for law enforcement and other authorities to track down and catch the whole group.
