Conditional dependence is when two things are only related to each other when something else is happening. It's like how you might only be friends with someone when you're at school together, but not outside of school.
For example, imagine you have two toys named Teddy and Dolly. Normally, you might play with both of them at the same time. But let's say your teacher tells you that you can only play with Teddy when it's raining outside. Now, Teddy and Dolly are only related to each other when it's raining. If it's not raining, you'll only play with Dolly and Teddy won't be involved at all.
This is called conditional dependence because Teddy's relationship with Dolly is dependent on whether or not it's raining outside. Without that condition, Teddy and Dolly would have no connection to each other.
