Constitution in exile

A Constitution in Exile is when a country whether it's because of war, civil unrest, or another type of conflict has to leave its original homeland and go to a different place. Once they are in the new place, they cannot use the laws and rules they had before. To keep their country and laws running, they have to create a Constitution in Exile. This is a document that includes all the laws, rights, and responsibilities of the people who are in exile and it lets them still have a country, even if it's far away from their original home.
