Graduated response means taking steps that get bigger each time someone does something wrong. It's like telling a kid that if they do something wrong, you'll first tell them not to do it again, then the next time they do it, you'll take away something they like (like their iPad), then the next time they do it, you'll take away something even bigger (like going out with friends). Graduated response is like a plan or strategy to tell someone they need to stop doing something wrong.
