ELI5: Explain Like I'm 5

New Federalism

New Federalism is when power and control shifts from the national government to state and local governments. To explain this in a simple way, it might be helpful to think about a house. In a house, the parents have overall responsibility and control. But they also let the children have some control and power over certain things. That's kind of like New Federalism, where the federal government is the 'parent' and the states and local governments are the 'children'. The federal government makes sure that everyone is following the same rules (like parents makes sure their house is clean) and the states and local governments have some control and power to do things their own way (like children can decide what they'd like to do in their bedroom).
