Norfolk is a place. It's a city in the state of Virginia, which is a big place in the United States. People live there and work there, just like in other cities. Norfolk is also near the water, which means it's next to the big blue thing called the ocean. In Norfolk, you can see boats and ships coming in and out of the harbor where they load and unload things like food, clothes, and toys. People who live in Norfolk can go to parks and see beautiful things like flowers and trees. There are some big buildings there too, where people work really hard to make sure everything runs smoothly. And sometimes, there are big events where lots of people come together to have fun and celebrate.
