Preemption Act

Well, imagine there is a game being played with blocks. Some of the blocks are put on top of each other, like a tower. And each person in the game wants to build their own tower of blocks, using the same blocks.

Now, let's say there are rules to this game that say if someone starts building their tower on a block, no one else can use that block. It's like they claimed it for themselves.

This is kind of like what the Preemption Act is. The government wanted to build something on some land that was owned by people who weren't part of the government. But the government wanted the land for itself to use.

So, the Preemption Act said that if the government wanted the land, it can take it away from the people who owned it. This means that the government gets to build what it wants on that land, and the people can't use it for themselves anymore.

Like in the game, the government is the one building their tower, and the people who owned the land can't use that land anymore.
