Semi-proportional representation

Okay kiddo, so let me first explain what proportional representation is. It's a way of voting where the number of seats a political party gets in the government is based on the number of votes they get in the election. So if 30% of people vote for Party A, they would get about 30% of the seats in the government. This way, each party gets a fair representation in the government based on how many people voted for them.

Now, let's talk about semi-proportional representation. It's a bit like proportional representation, but not exactly the same. In this system, some seats in the government are given to the party with the most votes in a certain area, but other seats are given based on the overall proportion of votes each party got in the election.

So let's say there are 10 seats in the government. In semi-proportional representation, maybe 5 of those seats are given to the party with the most votes in each specific area, like a state or a region. But the other 5 seats are given based on the overall proportion of votes each party got in the whole country. This way, parties that have a lot of support across the whole country can still get some seats, even if they didn't win in any specific area.

So basically, semi-proportional representation is a bit like a mix of different voting systems, where some seats are given based on local results and some are given based on the overall national results. This way, everyone gets a fair share of representation in the government.
