Shadow government is a conspiracy theory that suggests that some small group of people, who are not chosen by the public, secretly control our government. They are said to be hidden away and making decisions that are kept secret from the general public. People who believe in this theory think that this small group controls our country without being accountable to anyone, and without the people being aware.
