First, a society starts out with few rules or laws, and lots of freedom - this is called anarchy. When things get too chaotic, the people who want rules come together and make laws and rules to keep everything in order. This is called a period of law and order.
Then, people can get too comfortable and start breaking or ignoring the rules, so the old laws and rules don't seem to work anymore. This is called a period of decline.
Finally, the existing laws and rules break down, and the society has to decide how to start over. This is the period of chaos and confusion.
Through this process, the society is like a wheel that keeps turning. The cycle continues until the society can find a way to keep the rules and laws in place.
