The stroboscopic effect is like when you see a gif come to life. When you look at a gif of a spinning wheel, it looks like it's spinning. The stroboscopic effect is what makes the gif look like it's spinning. It works like this: When light flashes on the spinning wheel very quickly and in a certain pattern, it looks like the wheel is spinning even though it's actually not moving.
