They have their own government and can make their own rules but they still follow the laws of the United States.
A territory is not the same as a state or a country, so people who live there cannot vote for the president or have the same rights as people in the 50 states. But they are still part of the United States, and their people are proud to be Americans too. So even though they are far away and different, they are still part of our big American family.
