So, there are some guys (like soldiers) who wanted to figure out if their minds could make them do superhuman things like walk through walls or stop a goat's heart just by staring at it, instead of using weapons. They called it "psychic warfare".
These guys learned about something called "remote viewing" which means you can use your mind to see things far away, without actually being there. They practiced it a lot and even trained some animals to do it too!
But some people thought they were a bit crazy, and their experiments didn't always work out. In the end, they decided to stick with using weapons and not mind powers.
So, the movie is about all of this and a reporter who finds out about it and joins in to learn more. It's funny and weird, but it's all based on a real story!
