Okay kiddo, so some people, both boys and girls, have a special body part called breasts. Many times people, especially girls, cover them up with clothing like shirts or bras, but some people choose not to. If someone, like a lady, doesn't wear a shirt, that means she is topless. In some places it is okay to be topless, but in other places it is against the rules. It's important to remember to always follow the rules and be respectful of other people's choices.
