A hiring freeze is when a company decides not to hire new employees. Sometimes this is done to save money, so they don't have to pay the wages of new people. It can also be used to make sure that the existing workers have enough work to do. In a hiring freeze, the company may still be able to move employees around or promote them, but they won't hire anyone new.
