Charter city

A charter city is a type of city where the rules and laws that govern the city are different from the rules and laws of the country that it is in. Usually, a charter city is created when a government, like the local government or the government of the country, will appoint an organization to make special rules for the city, like how much taxes the people have to pay, what the police should be doing in the city, and how to handle things like traffic and construction. By giving the city special rules, it can often become a much more creative, productive and safe place.
