Time–frequency analysis is a way of looking at sound. It is a way to break up a sound into its different pieces. For example, if you take a song, you can look at the different frequencies that make up the song and make changes to them. You can make the bass louder, or make the treble quieter. Or, you can take away some frequencies and leave others. All of this is done by looking at the sound in different frequencies, or frequencies of sound. This can give you a totally different sound than the song originally sounded like.
