Two wrongs do not make a right means that if someone does something bad, it is not okay to do something bad back to them. Think of it like when you get mad at your brother or sister. If they do something bad to you, it doesn't make it okay for you to do something bad to them in return. Doing something bad back to them would just make the situation worse.
