V-mail stands for 'victory mail' and it was a way of sending letters during World War II. People wrote letters on special forms which were then photographed, turned into tiny 'pieces' of film, and sent along special machines. The pieces of film were then put back together like a jigsaw puzzle, made into a big picture of the letter, and printed out. This was a fast way to get letters from one place to another without having to wait for the post man to deliver them.
