ELI5: Explain Like I'm 5

Administrative consul

An administrative consul is like a grown-up helper who works for the government to help make sure everything is running smoothly. They are in charge of making sure important paperwork is filed correctly and that rules are being followed. Kind of like how your teacher makes sure everyone in the class is doing what they're supposed to be doing. An administrative consul might also help people who are visiting from other countries by answering questions about things like visas and passports. They're like the person at the front desk of a hotel who can help you check in and get settled.
