A business case is a document that helps people in business decide if they should do something or not. It describes a problem that the business needs to solve, explains why it should be solved and the possible solutions, and includes information about what those solutions will cost and how long they will take. This helps businesses figure out if a solution to the problem is worth the effort, cost, and time they'll need to spend.
