Creature of statute

Okay, so imagine you have a toy that you really like. It's a special toy because it doesn't move on its own - it only does things when you make it move. That toy is a creature of statute!

When we say "creature of statute," we mean something that only exists because the law says so. Just like your toy, it doesn't have any power or abilities on its own - it can only do what the law allows.

For example, let's say your mom and dad decide to make a new rule in your house. They say that you can't eat candy before dinner. That rule is a creature of statute - it only exists because your parents made the rule. Now, if you break that rule and eat candy before dinner, your parents can punish you because the law (or rule) says they can.

So, creatures of statute are things or ideas that only exist because there is a law, rule, or regulation that makes them exist. They have no power or authority on their own, but they are important because they help us follow the rules and stay safe.
