ELI5: Explain Like I'm 5

Majority-minority districts

Okay, let's pretend we are playing with a big bag of candy. Imagine that there are lots of different colors of candy in the bag, like red and blue and yellow and green. And imagine that there are a lot of kids who want to share the candy, but they want to make sure they all get a fair share.

Now, let's say that some of the kids really love the red candy the most. They want to make sure they get to eat more red candy than any other color. So, they decide to make a special group just for kids who love red candy. This group is called the "Red Candy Friends".

The Red Candy Friends know that they are just a small group compared to all the other kids who want to share the candy. They don't want the other kids to take all the red candy before they get a chance to have some. So, they come up with a plan.

They decide to all live in the same neighborhood, called the Red Candy District. This way, when it is time to share the candy, the Red Candy Friends can make sure they get a fair amount of red candy. If they all lived in different neighborhoods, the other kids might take all the red candy before the Red Candy Friends even have a chance to grab some.

This is just like what happens in majority-minority districts in politics. In America, there are lots of different groups of people with different races and ethnicities. Some of these groups are smaller than others, which means they might not have as much power when it comes to making decisions about things like laws and policies.

Just like the Red Candy Friends, people in smaller groups might worry that their voices won't be heard if they are spread out all over the place. So, they might decide to all live in the same neighborhood, which is called a majority-minority district. In these neighborhoods, the people who belong to the smaller group make up the majority of the population. This means that when it is time to vote for a leader or a policy, the people in the minority group have a better chance of having their voices heard and their needs met.

So, just like the Red Candy Friends get their fair share of candy by living in the Red Candy District, people in smaller minority groups can get their fair share of political power by living in majority-minority districts!
