The frame problem is a problem that computers have when they need to make decisions. For example, if a computer needs to turn off your lights when you leave the room the computer needs to know when you have left the room. But it also needs to know what else has changed in the meantime. For example, if you put your laptop in the room instead of taking it with you, the computer needs to know that you didn't take it with you, so it can't turn off the lights. That's the frame problem - understanding changes in a situation and taking them into account when making decisions.
