ELI5: Explain Like I'm 5

Targeted surveillance

Targeted surveillance means that somebody is keeping an eye on certain people or things for a special reason. Imagine you are playing hide and seek but you already know where your friend is hiding. You keep watching that spot because you believe that your friend might move or do something that you want to see.

In real life, some people or organizations might want to keep an eye on specific things like your friend in the hide and seek game. They might use cameras, microphones, or other tools to listen, watch or monitor them. But this is only for a special reason. Like when your mom keeps an eye on you when you play with toys because she wants to make sure you are using them safely.

The reason why someone might do targeted surveillance could be to learn more about something, to track potential criminals, or to keep people safe. However, just like in the hide and seek game, it's important to make sure you're watching the right thing and not invading someone's privacy.
