Wedge issue

A wedge issue is something that people have strong opinions about and that people on different sides disagree about. It's like a wedge that people wedges between them, with different people taking different sides. For example, people might have strong opinions about whether or not school should start later in the day. People who want school to start later might disagree with people who want school to start earlier. That disagreement is a wedge issue.
