Dog-whistle politics is a type of way politicians talk to their supporters. They use words or phrases that might sound normal to most people, but they mean something special to supporters. For example, a politician might talk about creating "law and order" which to most people means following laws, but to their supporters it might mean taking stricter actions. It's like a dog whistle: you can hear the sound but only a dog can hear it clearly.
