Soviet (council)

A Soviet was a kind of local government that was set up in Russia and some other countries in the Soviet Union. It was a group of people who worked together to make decisions and take care of their community. They were elected by the people in the community and they used democratic ideas to make sure everyone had a say in the decisions. Soviets made decisions on how to take care of roads, schools, and other public places like parks and libraries. They also made sure people had enough food, shelter, and medical care.
