ELI5: Explain Like I'm 5

Guided democracy

Guided democracy is a type of government in which leaders use laws, rules, and recommendations from experts to make decisions. In this type of democracy, the experts are like a guide who can help the leaders make the best decisions for the people. Everyone still has a voice and a say in what happens in the country but it helps when there are people around who can help the leaders understand the best ways to make decisions. The experts might be people who have studied a certain topic for a long time, or people who have a lot of experience in a certain area. This way, the leaders can get good advice and make the best decisions for everyone.
